How do we make St. Petersburg a greener, smarter, and more resilient city?

The city of St. Pete has made an effort to become a greener city by agreeing to become 100% solar by 2050. What kind of auxillary and supportive applications can you develop to assist with this goal? According to a World Bank study, the sister cities of St. Petersburg and Tampa Bay are one of the 10 most at-risk areas on the globe. How can we digitally track the progression of sea level rise and salt water intrusion? Last year, weeks of heavy rain stressed an aging stormwater and sewage system. Over 200 million gallons of semi-treated wastewater was released across the bay area. Some ended up in the streets and neighborhoods of St. Petersburg. What ideas do you have to prevent this from happening again?
